February 2022 General Meeting – Q&A

This list shows all questions received in connection with the EPX Monthly General Meeting held on
February 7. Those questions and answers have been repeated here (noted with **) in addition to the
other questions received.

Q1: Will you share an overview of the proposed development?
A: The Bellwether District anticipates an updated master plan will be made publicly available in Q2 of
2022.

Q2: Can you share an update on remediation progress and proposed schedule?
A: The Bellwether District’s remediation is a massive, multifaceted undertaking and requires a
coordinated effort. Remediation activities are conducted by HRP/PESRM and by a former owner of the
property. Information about HRP’s remediation activities is available on The Bellwether District website;
on the Community page, there is a section with environmental reports. Information about the prior

Q3: Are there representatives from the GAMP school and school families who participate in the
working groups?

A: The Bellwether District’s Corporate Affairs team is in the process of assessing opportunities to partner
with the GAMP school.


Q4: What is the timeline for the master plan?
A: The Bellwether District anticipates an updated master plan will be made publicly available in Q2 of
2022.


Q5: Can you talk about the toxic waste situation on the site? How will it be removed?
A: Most hazardous waste has been removed and properly disposed of off-site. Some waste is still being
collected and managed for recycling or disposal such as spent carbon and universal wastes (e.g., spent
bulbs, batteries). Regarding soil and groundwater cleanup, please see the response to Question 2 above.

A: The Bellwether District is a multi-stage project with an approximate 15-year timeline. Vertical
construction is tracking to begin in 2023.

Q8: Is 19148 one of the zip codes?
A: HRP is committed to actively listening to and engaging with our neighbors in South and Southwest
Philadelphia, with a particular focus on the communities that neighbor our site including the following
zip codes: 19142, 19143, 19145, 19146, 19147, & 19153.

Q10: Where can we find a list of the members of the appointed board?
A: The Bellwether District’s Community Advisory Panel is made up of 25 Registered Community
Organizations (RCO) and other key stakeholders. Current members include – Bartram’s Garden,
Bartram’s Village Resident Council, Broad Street West Civic Association, Drexel University, Eastwick
Friends and Neighbors Coalition, Eastwick United Methodist Church, Empowered CDC, Friends of
Penrose, Girard Estates Area Residents, Grays Ferry Community Council, Marconi Park West Civic
Association, the Office of Emergency Management, Packer Park Civic Association, Philadelphia
International Airport, the Philadelphia Navy Yard, the Philadelphia Police Department (District 1), Point
Breeze CDC, South Philadelphia Business Association, Southwest Community Development Corporation,
Sports Complex Special Services District Tasker Morris Neighbors, Universal Audenreid Charter High
School, the University of Pennsylvania, West Passyunk Neighborhood Association, and the Wilson Park
Resident Council.

Q11: What are the plans for re-purposing the Tank Farm?
A: The Schuylkill River Tank Farm (SRTF) is not operational, but the tank farm infrastructure is still place.
Therefore, a permit is necessary and The Bellwether District/HRP is required to comply with regulations.
HRP is evaluating the potential to redevelop the SRTF.
